Abstract:
This paper presents an empirical estimation of the Value of Time (VOT) and the Value of Reliability (VOR) for short-distance trips (< 80 km) in France, based on an unlabelled discrete choice experiment (DCE) conducted with a representative sample. The survey design uses a pivot method anchored in respondents’ actual travel habits to reduce hypothetical bias. Three modeling approaches are estimated: time-cost, centrality-dispersion, and scheduling preference. Results reveal significant heterogeneity in VOT and VOR depending on trip context (purpose, mode, duration, location). Models that explicitly account for travel time reliability show that individuals are often more sensitive to reliability improvements than to time savings. These findings support the need to revise transport appraisal methodologies by integrating reliability as a key dimension of user welfare.
